Employers are responsible for developing and implementing successful DOT workplace drug and alcohol programs that contain clear DOT policies, requirements for education and training, drug and alcohol testing, and when needed, referral for evaluation and treatment. Because drug testing is a key component of many companies' risk control programs, a DOT policy should be in place for employees performing safety-sensitive functions and who will be receiving any type of DOT physical.

In addition to employees covered under DOT regulations, all employers working with the Department of Transportation, U.S. Pipeline Industry, U.S. Coast Guard, Federal Transit, Research and Special Projects, Federal Aviation, and Federal Railroad Administrations are required to have a written drug and alcohol policy in place. This includes employees in positions such as public transportation drivers (e.g., bus drivers), shuttle services, hotel shuttle services, truck driver schools, warehouse distribution centers (e.g., truck drivers), railroad conductors, and heavy equipment operators–as well as other roles in the airline, transportation, and associated industries.
